To place a call to Paris, France, to telephone number 123456, you would dial:

You can direct dial international calls on either rotary dial or touch tone phones.
CODES FOR SOME COUNTRIES AND CITIES
Numbers adjacent to cities are "Routing Codes." For all other international points not listed in this section, dial "0" and tell the operator the country and city you are calling.

Calling Party Pays
All long distance calls terminated in Mexican mobile networks should include "1" after the country code as follows:
+ 52 + 1 +10 digits
In conjunction with this new dialing plan, all the international long distance calls terminated in Mexican mobile networks will have a surcharge of US $0.15 per minute that shall be added to the current Mexico termination rate on a per minute basis.
